Cigarette Lighter Not Working?

The two power outlets in the car are not working and the appropriate fuse has not been blown.

1) Which is the correct fuse for these power outlets?
2) If it's not the fuse, what could it be?
3) I'm the second owner of this vehicle and the previous owner (my great uncle) never had anything but the cigarette lighter plugged into the car. On a car this new, have you seen/heard this problem before?
