One of my wipers quit working, but acts likes it wants to work. What's wrong? and How do I get to it to fix it?

At the end of the arm at the base of the windshield,you will see a cover,remove the cover,there is a nut under it,try tightening the nut,and see what happens,let me know how you make out.
