1994 Buick Century Back lights (red light) don't turn off

When I turn off my car the back lights (red ones) stay on. I find usually I just have to tap the brake peddle then they turn off. Except early in the morning when I get to work, they don't turn off at all, even if I tap the brake peddle, turn the car on and off, press the e-brake, nothing works. If i came back in about one hour and a half, then tap the brake peddle they turn off. Also, my check light engine comes on and off. when the check light engine comes on, I feel the engine gets a little sluggish, I'm wondering if it is a sensor and if so which sensor might it be. thank u.
