1991 Buick Century I changed the starter and it still won't

So I have a 91 Buick Century. I have full power when I turn the key but the engine won't crank. I changed the starter but it still won't crank. I can start the car if I turn the key on and then short out the starter. Any ideas to what else it could be?

check wiring
check /replace neutral safety switch on the tranny
check ignition switch
