Very simple question, Im putting breaks on my dodge for first time and pads dont come with clips on back to connect to caliper is that normal? Other cars I have done alll have clips to slide onto the caliper.

Those are anti-rattle clips and are used mainly on GM products. Some are riveted to the metal backing plates and some clip on to them. Many Chrysler cars had wire anti-rattle springs clipped onto the ends of the pads. You'd be smart to hold a new one and an old pad side-by-side to transfer them, otherwise they can be confusing.

Be sure to run a flat file over the pistons and the fingers that contact the pads to remove any high spots of rust, dirt, or other debris. Those surfaces should be lubricated with a high-temperature brake grease too as well as the caliper mounts.
