Brakes seem to be rubbing against the rotor causing the tire monitor fault system come on

My brakes seem to be rubbing against the rotor and it is making the tire monitor fault system come on. Why would they be locking up if I just replaced the wheel hub assembly and brakes?

it may be a piece of rust caught between shield and rotor or if locking up they need bleeding and ABS is messing it up.
