brakes pedal goes slowly to the floor

When I hit my brakes I have to pump them for them to grab then the pedal slowly goes almost all the way to the floor. I checked the fluid level and it is full.

have a mechanic verify that it is a master cylinder problem. It kind of sounds like it is.
