I have a P30 one ton step van with independent front suspension. The inside front brake pad fits into the steering knuckle with the anti-rattle clip on the bottom. Does the bottom edge of the anti-rattle clip hang down outside the channel so that the brake pad can spring back off the rotor when the brake peddle is disengaged or is the whole clip suppose to go up into the channel?

This is the type of caliper that is held in place using a wedge and one set screw.

That part of the anti-rattle clip marked with the red arrow. does this part rest outside the channel that the rest of the clip and pad ride in to assist in pulling the pad back from the rotor when brake is disengaged or does it push up into the channel?

that is not an anti rattle clip. that is brake warning to tell when your pads are low. the clip goes on inner brake pad so that where the arrow is in picture will hit the rotor as the pad wears down and squeal.
