Brake lights, and dash lights not working

My tuck has a Cummings turbo diesel engine in it. It is my first diesel, so a lot of it is foreign to me. But, electrical is electrical, and I cannot seem to find a root problem. I have no rear brake lights, but the one on the cab works. And I have no dash lights. The brake light fuse tests hot on both sides all the time. Are the two systems connected?

You have to approach these problems separately and the path of diagnostics will tell you if they are connected or not. I doubt they are. The lower two brake lights run through the turn signal switch so the turn signals can cancel the brake lights. https://www.2carpros.com/images/external/62564886.gif
