Foot pedal for parking brake goes to the floor with no resistance?

Adjusted both adjusters same. Give little gas and car moves and slowly moves on hill. Lu changed the brake pad in drum. changed the right cable and held a little better. But on hill a little gas and it move. should pedal only go 3/4 way down?

Hi,

Adjustment is done at the equalizer and the brake shoe. When you installed the new shoes, how did you adjust the shoes? That needs to be done first.

I attached the directions for parking brake shoe adjustment. Let me know if this is what was done.
