2004 BMW X5

When I turn off the engine, there is a buzzing noise coming out from the center dash area...want to say the a/c controll area. Also, when I get into the car, there is the same buzzing noise. It eventually stops, but how can I get rid of it?

Also, it has been raining and water is leaking thru the panel where the sunroof and reading light controls are located. water is dripping between the control switches. How do I fix it?
