Would a code need to be removed for my car to crank back up after new parts were replaced??

That would depend on the code and the parts replaced. Some pieces need to be programmed in and some don't. Some codes will prevent a vehicle from running until the fault is repaired and the code cleared. What is the code and parts that were replaced?

Starter and crank shaft sensor, don’t know the exact code the guy just said he needed a stronger machine to clear whatever because it won’t start until then. what do you think ??

For the crank sensor it can set a code that needs more than just a code reader to reset so it's possible. It's also possible that while changing the starter and having the battery disconnected it activated the anti-theft and now that needs to be reset which also takes more than a simple code reader.
