The caliper will require rebuilding or replacement. Removal will possibly require replacement of the rotor as well as the pads. I would consider replacement of both of the calipers, rotors, and pads due to the safety issues. Also, inspect and consider replacement of the flexible brake lines for the front calipers. I know this seems like an unusual amount of work, but considering the fact that this is a safety issue, money is not the primary factor. Also, this might be an opportunity for more preventive maintenance issues to be addressed, such as flushing the brake fluid and an inspection of the vehicle for the reason why the caliper seized in the first place.
