1994 BMW 530 Seat Recliners

I have a 1994 530i. When I use the electric reclininer, only one side reclines. What is wrong and how do I fix it?

The drive cable housings for the seat back actuator will need to be modified(read shortened) because the drive cable has come out of the either the actuator or the drive unit.
