Turning the key to the run position is the reset for the factory alarm. The crank no start condition is not usually associated with EWS, it will deactivate the starter and the fuel injection and the ignition. Having said that, I would perform a scan of the car with the proprietary BMW software to uncover faults (if any) Simply replacing a starter does not seem to have these implications, it almost seems there is some other issue at play here. EWS is the drive away protection, it is separate from the car alarm, it reads the chip in the key and then a "handshake" is performed, when this is satisfied, the DME allows the starter to engage, fuel and spark to occur. All BMW cars in the 2004 model year have this, the car alarm does not come as standard equipment, it is prewired for it but it has to be installed and coded to the car.
