The problem is in holding the water pump pulley from turning while you apply the clockwise torque to the fan clutch nut. BTW, any inch and a quarter wrench will usually work. The tightness of the fan belt, however, is not usually enough to keep the pulley from slipping. I used the lug wrench of a PT Cruiser once to hold the 10 mm cap screw in the pulley while I was changing a water pump in the parking lot of a Marriott hotel in Palm Springs. It had just the right curve at the end of it to hold the pulley. Normally, however, I use a tool that I made by welding a lock washer to a one inch wide flat steel bar. The inside diameter of the lock washer has to be large enough to slip over the cap screw, and the washer has to be positioned high enough on the bar so that the end of the bar can lever against the side of the section that the fan clutch is threaded to.
