i was taking apart the dash and stereo to change some lights in my BMW. I had forgotten i left the battery connected, after reconnecting and disconnecting multiple times before. The screwdriver I was using touched the metal on the cigarette lighter and a bunch of sparks flew everywhere. I tested it to see if would work, even with my car charger, but nothing.

To repair this would I have to change the whole circuit and wiring or just replace the cigarette lighter with a new. (and surrounding electronics do work)

You have a blown fuse, look in the under hood fuse box behind the left shock tower, the legend is in the lid.

when i was taking out the car i noticed a plastic box behind/under the radio (possibly a fuse/relay box>?). would the fuse for the cigarette lighter be in there

The fuse box is under the hood on the left side of the engine compartment, next to the shock tower, it will be a 30 amp fuse.
