my traction control light comes on sporatically and causes my car to lose horse power can you tell me how to fix this

When exactly does it come on? Is it the ASC light?

its an exclamation mark that comes on about 10 min in to driving then i turn off my car for 30 seconds and it goes away for another 10 min or so.
