when I pull out the headlight switch the low beams do not come on, but when I click on the high beams all 4 lights come on, is my headlight switch the problem

My car is a 1987 BMW 325I, 94000 miles, 6 cylinder,
when I pull out the headlight switch, the low beams do not come on, but when I click on the high beams all 4 lights come on, is my problem in the headlight switch?
