one wheel locked up

i have a 1991 bmw 318is and when i try to reverse or go forward the one wheel wont move at all but the other one does. I have found out this has nothing to do with the brakes. What could it be???

Try jacking up the one wheel to get it off the ground and spin it by hand. It could be a siezed wheel bearing.
