2004 BMW 318 Get a new key need programme

I just lost my BMW 2004 318i key and I am going to purchase a key from http://www.bmminiparts.com/
Does anyone knows how to programme a new key by yourself, and after programming. Does it can ignite the car,or only just can lock and unlock the windows.

Keys for a North American market BMW cannot be purchased from any aftermarket supplier, the EWS code, or lack thereof, will not allow the car to start. Only the central letter shop can cut you a key and the dealer is the only way you can access the central letter shop.
