whenever i am in nuetral, my car idles at about 2,000 rpm. what might be the issue

first check to see if the connection to the idle control valve is good. unplug the valve ,if no change , the valve or control unit may be defective. also if the engine has a lot of back pressure this feeds back into intake and can raise the idle speed.try pinching the large vacuum line that is connected the the ICV.
