With AC on blower motor runs on number 12 at any position on switch. I have replaced the resistor pack it is digital same result.

Hello.
It sounds like the HVAC controller is having a problem, but just to be sure can you confirm the part you replaced is the same in the diagrams below? Also, I have included the blower fan wiring so you can see how the system works.
Check out the diagrams (below). Please let us know.

There is no relay just the power resistor and the controller. Can you see if the red and black wire has power to power resistor? Also check the ground (black) wire.
Hi Ken, yes the red wire has 12 volts and the black wire ohms out to ground.

If the blower motor runs and you already replaced the power resistor it only leaves the control head. Here is a diagram to help you remove it I would try a used one but you may need to get it initialized.
Is there any wiring damage that you can see? Has the car been wet inside?
