Blower motor not working

I have checked every relay and fuse and resistor. Nothing seems to be the problem. I even checked the voltage on the connectors to the blower motor and resistor both are good. I have the blower motor hardwired to my battery now. And it works. The resistor was not giving out any ohms when tested for resistance but i got another one and it is now. even bought a new blower motor sent that back though since that was not the problem.
things i checked:
-Accessory delay relay 1.
-Accessory delay relay 2.
-Auxiliary blower motor relay (28) under hood.
-Front Climate Control System Blower Motor (14)under hood.
-Relay on driver side kick panel.
My question is what else is there to check? All i did was bypass all the relays and resistor and it works. Also, what readings should i be getting on the relays? I have the digital dual climate control unit.

It looks like you tested everything but the low current board that is part of the smart junction box in the dash. It is what activates the main power relay to the fan that is behind the kick panel. The items with the red dots control the fan speeds. If the main relay does not power on you get no fan control. The board pulls the relay coil to ground to turn it on. I would check to see if you have two power feeds at the relay. Then see if the ground activates when you turn on the A/C or heat. If not, the smart junction box has a fault.
