Blown fuses

All the gauges on car stopped working and the car would not go into gear. well I found out it was a fuse blown. I replaced the fuse and it blew it again. Why does it keep blowing fuses?

The power path has a short to earth (ground)start with unplugging the cluster and replace the fuse, if the fuse blows it is a loom problem if not probably a cluster problem. this is a vary basic starter test to isolate the problem in the circuit.
