Do you have to take the whole dash off to replace the HVAC actuator?

Okay, sorry, but the answer is yes. the dash has to be removed to gain access to the top of the heater case. I attached a picture for you to view.

Has the actuator been confirmed as the failure?

I have replaced the radiator, thermostat and checked the heater core. I get about thirty seconds of heat then it goes to cool air.

Okay, if you get some and it goes to none I doubt it is the actuator.
move the heat/cool control back and forth and see if you hear the mode door moving.

Are both heater hoses hot to the touch under the hood? It sounds like you have a clogged heater core.
