My AC belt tension-er digging into plastic timing cover and it has a really bad growling sound.

After watching the video (and by the way, it was helpful) I feel you have one of two possible problems. First, remove the belt and make sure the tension-er is not loose. If it is tight, the bearing is bad. You will most likely be able to feel play in the pulley when the belt is off.

How do I make sure the belt tensions are not loose? Thanks for the response! I also wanted to make sure that the noise I am hearing is because of belt tension-er

You should have approximately 3/4" up and down play when adjusted.
