reversing into a parking spot and my steering wheel locked up

One day I was reversing into a parking spot and my steering wheel locked up. I parked the car turned it off then tried to restart it and it would not start. It wont crank. The lights, power locks, radio, etc worked. All except for the power windows. I could not get those to work. I checked the battery and terminals they were all fine.
I had the car towed to the dealership for a diagnostic. He was unable to communicate with the ECM and eventually found that a fuse had blown so he replaced it and told me that the car was ready for pickup. Ten minutes later he calls and says that they test drove it and the fuse blew out again so there was a deeper issue. Possibly a short. So they had to check wire by wire to find the short. After hours of "work" he comes to the conclusion that the BCM is shorting out and needs to be replaced. At this point I am up to more than $700.00 of work and nothing has been resolved! Now he wants $500.00 more to replace the BCM. that is $1,200.00. I am just wondering if this sounds right? I am a woman that knows absolutely nothing about cars. Is he trying to gouge me or does this sound legit?

Also, I could not switch gears at all. It was stuck on park.

dealers charge an arm and a leg it was very possible the cost that he quoted.
