Battery negative cable?

I installed a new battery control module which is located on the negative battery cable, in order to install it I had to cut the end of the negative cable to thread it through. I decided to install a new cable that I purchased at AutoZone, after installing it the car would crank but would not start. After about 2 hours of messing with it I found that the cable had another ground connection on the cable hidden see pic. I did not remove the old cable yet because I was in a hurry. I reconnected the old cable (old cable not connected to block) and the car started right up. So, my question is, why is there another ground connection on the cable?
