We just installed a new battery and check engine, check fuel cap, and battery lights are on in the car also the OBD isn't working.

Replaced battery, do you have to reset anything after the battery has been reconnected?

Hi,
If the battery light is still on, then you likely aren't charging properly causing issues. There isn't a reset for battery replacement. I suspect a fuse failed when you installed the new battery (power surge) or there is an issue with the alternator.
First, there are three fuses I need you to check. One is in the under-hood battery fuse box and two are in the central junction box. Fuse f2.48 is for the data link connector which may be causing issues with the scanner. The other two are for the alternator and the cluster. If you look at pics 2 and 3 below, they show the fuse locations in the boxes.
When you check these fuses, make sure the fuse is good and also make sure they have power to and from them. Here is a link you may find helpful:

If the fuses are good, we need to determine if the alternator is producing. It is really easy to do and only requires a voltmeter or a multimeter.
