Bad odb, will not connect

I took my car for inspection and they tried three times to connect with the car and it doesn't pass, also I found out my cigarette lighter does not worked, I notice that my odb port the pins are loose. don't know if also can be bad fuse.

Good morning,

Yes, the older models had the power tied to the lighter fuse.

I attached a diagram for you to view of the fuse you need to test for power on both sides. It also shows the pin that needs to have power on the data link connector.
