Backseat Passenger-side Seatbelt Locked

The backseat passenger-side seatbelt in my 2015 Subaru Forester has somehow locked in the tightest possible position, allowing no slack in the belt. This makes it impossible to put the back seats down.
Nothing in the owner' s manual, etc about this.
Any advice would be extremely welcome!!! Thank you!!!

try pulling it repeatedly and check for where belt may be twisted it may release if not ha amechanic try it
