Feels like brakes are stuck

Back brakes were scraping making a squealing sound . Now feels like they're sticking or e brake is stuck but pedal is up.hard to take off sticking like that.

Hi,

I assume you replaced the rear brakes and now they are dragging?

Can you let me know everything you did to correct this or everything that you did to lead to this? I attached a TSB to review for a sticking parking brake.

Unfortunately the only way to know if this is the case is to remove the wheel again and inspect the cable and see if the drum is handing up.

Let me know this detail and we can go from there. Thanks
