2003 Audi A4 Car makes whining noise on acceleration and de

Okay, so I bought this car used about a half year ago. I live in upstate New York, and now when I start my car and when I accelerate and decelerate, the car makes a loud whining noise. It happens when I turn my wheel (I have to make a 3 point turn right when I leave every morning) and then the noise gets louder as I accelerate until about 10mph, and the sound is gone. When I decelerate, the noise comes back when I slow down to about 10mph.

Keep in mind, I just started noticing this about a week ago. It has begun to get cold in the mornings, so maybe that has something to do with it? Friend said it may just be the belt being cold? But even after a 15 minute drive it still makes the noise (though it is significantly less noticeable) I just had the oil changed. Any ideas?

it sounds like you're Power steering belt, it may be lose or just wore out.
