1994 Audi 90 serpentine belt

I cannot get my serpentine belt back in place with proper tension. the tensioner will not sit back where it's supposed to and the belt is rubbing. any suggestions?

I have one suggestion, you don't have it on right, check your diagram in the engine compartment if you have one and make sure that the belt is routed correctly, if not you can check on this site for your routing diagram.
