2000 Grand Am Key Won't Turn, steering not locked

When I went to put the key in the ignition it wouldnt turn, yet the steering is not locked. It also doesn't seem like the key is going in all the way, I'm not sure.
One other thing is that for quite some time I have been able to take the key out of the ignition in the ACC position. (actually I did it by accident a couple times and made the battery go dead.)
Probably unrelated, but it always dings about 8 times when I put the key in.

Do I need a new cylinder? Can it be repaired w/o replacing it? Somebody mentioned a sylinoid on the shifter?

The solenoid is strictly to be sure your foot is on the brake b4 it will go into gear. Sounds like the lock tumbler fell apart.
