1999 grand am not happy

I have a 1999 GRand Am that groans whenever I turn the wheel. The power steering fluid isn't llow but it's very frothy, sort of like a head on a beer. Any ideas as to what would cause that??

there is air in your power steering system which is why your fluid looks that way. has there been any repairs done to your power steering. rack, lines, pump? if not your pump sounds like it could be allowing air in to the system through a possible bad seal. but start with the pump.
