1996 winstar electrical no tail lights etc.

1996 winstar 132000 miles 3.8 liter
Please help me.. I have no tail lights, license plate lights, front side marker lights or dashboard instrument lights..I do have headlights, turn signal,
emergency flashers, brake lights and all interior lights.
I changed the light switch, tested the dimmer switch, checked all fuses with both a VOM meter and continuity tester..I checked,
and exchanged the relays with others in the box.
I checked the relays in the engine compartment that are related to the fuses in the fuse box, all to no avail. This was sudden and immediate. One minute all is normal and the very next instant they failed.

Thanks for your response..I checked the owners manual and the panel..fuse9 is not used nor are there any contacts for one in the panel..

Thanks for responding so quickly..
I took another look at the fuse block..fuse 9 is not used on my vehicle..The owners manual shows in the fuse position table that it is not used. The fuse block doesn't have any metal contacts within that position..it's an empty spot. It is labeled as fuse 9 but there isn't anything associated with it.

At switch... tan/white..no power..power at one side of fuse 11..changed fuse..
no lights

I did not see any signs of melting on the connector..nor on the back of the HL switch..tan/white on the switch had no volts
changed fuse 11 with known good fuse
tan/white still had no volts

thank you for your reply..
inspected tan/white on the back of fuse block
fuse 11..appears to be a fusible link that shows
melting..wire is severly carbonized..
have not attempted repair.

I dropped the fuse block and repaired the broken wire..there were 2 tan/white going into fuse 11
I now have dashllights and the "lights left on" chime
I do not have front parking lights or rear tail lights or license plate lights

well...I tested the black/white and it has power..
there is no brown wire next to it that I can see.
however..I didn't see anything coming out of the back of fuse 9 and I probed it again..I took a chance and inserted a 15 amp fuse into fuse 9 and low and behold I got all exterior lights and still have dash lights also. I swear I have the right owners manual that states fuse 9 is not used and I did probe deep before..I never saw a loose fuse on the floor board either..go figure..
