i replaced head with a newer it gets hot has blowby i wondering if i have to do the bottom or if i could have clogged or mis installed a vaccum line or if there is a easier fix

I don't think anything is clogged. The old engine needs a set of rings causing the blow by. Balance the cost of oil versus an overhaul. Good Luck
