How do you disable the driver and passenger side airbags?

I am attaching the info from the manual below on how to replace both these airbags. Clearly, I would not recommend disabling these airbags as the vehicle is built with these intended to deploy in an accident. However, there are reasons that you would need these disabled like if you sit too close to the steering wheel but you need to apply to the government to get waivers. Otherwise, if this vehicle ever has to get inspected it will not pass as the airbag light is going to remain on.
