Airbag codes, the horn does not work, radio buttons on steering do not work?

Can you share any notes on what these could mean? I have done some reading and some say it's the clock spring, others say it's the airbag, others say it's the wire on the airbag having too much tension on it. I am trying to figure out which it is. Also, the horn does not work, radio buttons on steering do not work, which is consistent with a clock spring isn't it? Would something like this cause these codes? Does a used or a new one need to be programmed?
