Air filter issue

I know the issue isn't my air filter itself, but a cylinder type piece that is connected to it with a tube. The cylinder has two tubes on bottom, and one on top that leads to the filter. When the engine is on the cylinder screeches, and it caused my engine to stall out. I took off the top tube, and I cleared out some debris. There was a metal wire catch that seemed a bit clogged, and cleared the net with a small Allen wrench that fit in the holes. After the screech went away, and the car could start. I want to replace this piece, but I don't know what it's called.
