If the clutch is cycling very quickly, it is most likely the result of low Freon or a bad pressure switch. What I really need you to do is get an AC manifold gauge kit. It shows actual pressures on both the high and low sides. That is what we need to know.
The reason is because you may have enough Freon in it, but there could be other things not allowing the compressor to function. Here is a link which discusses different reasons why it may not be working:

As far as the problem, if the pressure in the system is too low, the compressor will not turn on. If it border line too low, often times it will cycle as you described. If the pressure switch is bad, it can do the same.
