The problem i have is that the steering wheel completely covers the two drivers side air vents preventing air from reaching the driver. With the 110° summers we have here I need all the air I can get. I am wondering if it is possible to remove and replace the steering wheel at a different angle? (so it looks like it's making a turn while driving straight). It does have airbags so I am not wanting to go after market steering wheel.

The steering wheel is in the position so the braces do not block the instruments. As you have an airbag you also cannot rotate it on the shaft, the clock-spring that connects the airbag and horn do not have room to allow that. Being a 1995 you may want to have the AC system tested, the charge may be low or the compressor getting weak, both will lower the ability of the system to cool the interior.

Alright. That pretty much answers the question. The a.c. system is new it's just that the position of the wheel blocks the driver vents from contacting directly. Other than that it blows cold and hard.
