I bought this car with one mechanical issue. there is a hissing coming from under the dash when I hit the brakes?

This is most likely the brake booster so I would recommend replacing it and that appears to come as an assembly with the master cylinder.
This means you are going to have to replace this and then bleed the brakes. So here is a guide that will help with this:
