2000 Acura Integra Can't advance timing enough after changi

After changing my timing belt, I can't turn the distributor enough(counterclockwise) to advance the timing up to 14 degrees. The farthest it will go before the base bottoms out is about halfway between the white TDC mark and the three red marks where I need to be(roughly 9 degrees). I'm timing it right, jumping the service connector etc., although jumping the service connector doesn't seem to change the marks when using the timing light. I know its jumped though by looking at the engine light come on on the dashboard. I double checked that the camshafts are aligned and they are. My intution tells me that the crankshaft pulley must be retarded one tooth. Is this a reasonable assumption? I just bought the car so I dont know what it ran like before, but it still gets 25 mpg with this issue. It seems to run fine, but seems like it could have a little more punch. The timing belt has been installed off 1 tooth.
