1995 Acura Integra tail lights

i have a '95 integra and i'm having a problem with my tail lights. when the headlights are off and i apply the brake, the tail lights work; however, when the headlights are on, the tail lights work but then once i hit the brakes, the right tail light doesnt light up at all. the left tail lights work perfectly, its just the right tail light that is giving me problems. any idea of what the problem is? thank you for your time.
