1987 Acura Integra RPM jumping

My car had been acting up really funny lately. In neutral if i rev up to 2000 rpm and hold, the rpm surges down then back up. And then either both in nuetral and driving after 2500 rpm, the rpm needle will jump forward erraticaly with minimal engine acceleration. I do not feel any jerk or any pull I can however hear a slight increase in the engines rpm's. This does it at different times and is not affected by temperature and sometimes it does sometimes it does'nt but more often during acceleration. I have already changed the distributor (but with another used one, that I was told was good), the spark plugs, spark plug wires, and the ignition coil. I have even cleaned out the fuel system and throttle body. Oh btw, it's running a S-AFC controller to lower the percentage the injectors deliver due them being bigger than stock. Can this still be cause by the IACV, or do you feel I have another faulty dizzy?
