Head lghts and signal lights not working properly

every time I put the a/c on in my 1997 acura cl 3.0 the signal lights and headlights don't work when I shut the a/c off everything works ok, also I purchased new Headlight and when I put it in, the light would come on it only glowed and then all of a sudden it came on??
