1997 Acura CL Cigarette Lighter

Hi

I purchased my car 2nd hand, so the cigarette lighter never worked from the start

so now i am trying to find out what the problem is

the fuse seems to be alright, I took apart the cigarette lighter and socket i notice that from this point I kinda loss

I did how ever notice there are 2 little some kind of light bulb what these blue rubber glove over them

one of them looks to be burned out

I wonder if that has to do with it

Please help
